Nah. the Budget is pretty much an accrual document these days, provisions made for stuff like PS Super. We have a crying need for cash, e.g. that investment in Rio that I would like to see would treble the value of the FF in a few very short years.

So when is an accrual not an accrual??, when Monk communises it.
