The govt is punishing eduction for politics
Federal cabinet rejected recommendations from one of the government’s top financial advisers to take a tougher approach in negotiations with Telstra over the national broadband network.
According to multiple sources close to the negotiations, investment bank Lazard pushed for lengthier non-compete clauses preventing Telstra from building fixed-line infrastructure long after the NBN is finished – slated for June 2021. Lazard, which advised the government on the $11 billion transaction, also raised concerns about the size of payments to compensate Telstra for the loss of its wholesale monopoly and for access to its fixed-line infrastructure…
It is understood these two recommendations were rejected.
“This was a political project and a political decision was made to push ahead as quickly as possible,” said one source. “This was not a project about commercial outcomes. It was about political outcomes."…
Under the existing deal, Telstra will be paid billions of dollars to lease its ducts, tunnels and exchanges, and to shift customers from its copper phone lines onto the NBN’s fibre-optic network. In 2011, Telstra estimated the net present value of the agreements...at $11 billion. Deutsche Bank analyst Vikas Gour has estimated that Telstra could be paid $25 billion in nominal terms between now and 2025.

Pity we are spending BILLIONS on Boat People.
Gonski's report is flawed.
Money will not provide the major solution to education standards. Going back to the 3Rs would have a greater effect.
The one measure that I find absolutely appalling is converting scholarships over to HECS Debt... that is absolutely appalling. When is a scholarship not a scholarship.
Oh and that graph... if you only pay off HECs when you get a full-time job little wonder it is as steep as it is, along with the ever increasing cost of courses. I note it didn't have a sudden increase or bump when the Howard government were in... as mantra would have everyone believe.

What's the bet that the majority of that HECS debt is made up of leftwing arts students that studied things like politics, economics, history and philosophy etc that will never ever see them used in a economically productive manner

That's exactly why it's inaccurate. You also need to use comparisons - ie the size of the population in 2000 until now. In 1998 - there were approx. 18 million Australians. In 2013 - 23 million. The greatest percentage of growth occurring in early 2000. The level of doubtful Higher Education Contribution Scheme debt written off by the Federal Government has more than doubled over the last five years, up from $1.1 billion in 1999-2000.
Figures from the federal Education Department show Australians owed more than $10 billion in HECS debt in 2003-04.
More than 28 per cent of this amount is unlikely to be recovered, the data shows, an increase from 17.4 per cent in 1995-96.

The deferred HECS loan scheme was introduced by the Hawke government in 1989 and is now repaid when a graduate's income reaches $35,000 a year.
In 1997, the Howard government modified the HECS scheme into three bands, with different rates for different courses based on estimated graduate salaries.
Education Minister Brendan Nelson this year allowed universities to increase HECS fees by up to 25 per cent.
